2. Inaccessible Content

The content below is not accessible for the following reasons:

  • Non-compliance with Royal Decree 1112/2018

9.1.4.3 Minimum Contrast (Conditional)

Condition: When the ICT is a web page.

The visual presentation of text and images of text has a contrast ratio of at least 4.5:1, except for the following:

  • Large Text: Text and large-scale images of text have a contrast ratio of at least 3:1.
  • Incidental: Text or images of text that are part of an inactive component of the user interface, are purely decorative, are not visible to anyone, or are part of an image containing other significant visual content have no contrast requirements.
  • Logos: Text that is part of a logo or brand has no minimum contrast requirement.

9.2.1.1 Keyboard (Conditional)

Condition: When the ICT is a web page.

All content functionality is operable through a keyboard interface without requiring a specific speed for each individual keystroke, except when the underlying function requires input that depends on the path of the user’s movements and not just the start and end points (Level A).
Note 1: This exception refers to the underlying function, not the input technique. For example, if text input is done by handwriting, the input technique (handwriting) depends on the stroke (stroked path), but the internal function (entering text) does not.
Note 2: This does not prohibit nor should it discourage authors from providing mouse input or other input methods in addition to keyboard operability.

9.2.4.1 Avoid Blocks (Conditional)

Condition: When the content is a single web page.

There is a mechanism to avoid blocks of content that are repeated across multiple web pages (Level A).

https://www.w3.org/TR/WCAG/#bypass-blocks

9.2.4.4 Purpose of Links (in Context) (Conditional)

Condition: When the content is a single web page.

The purpose of each link can be determined from the link text alone or through the link text plus the link context determined by software, except when the link’s purpose would be ambiguous to general users (Level A).

https://www.w3.org/TR/WCAG/#link-purpose-in-context

9.6 WCAG Guidelines Compliance Requirements (Conditional)

Condition: When the ICT is a web page.

The following five conformance requirements of the WCAG 2.1 Guidelines must be met at Level AA [5]:

  1. Conformance Level
  2. Complete pages
  3. Complete processes
  4. Use of technologies exclusively according to methods that support accessibility
  5. Without interference

NOTE 1. If a web page meets all requirements 9.1 through 9.4, or an alternative version conforming to Level AA (as defined in the WCAG 2.1 Guidelines [5]) is provided, conformance requirement 1 is met.

NOTE 2. According to WC3, “The WCAG 2.1 Guidelines expand upon the Web Content Accessibility Guidelines 2.0 [4], which were published as a WWW Recommendation in December 2008. Content that conforms to the WCAG 2.1 Guidelines also conforms to the WCAG 2.0 Guidelines and, consequently, to policies that reference the WCAG Guidelines.” 2.0 [4].

NOTE 3. Conformance requirement 5 states that all content on the page, including content that would not otherwise serve as a basis for achieving conformance, complies with sections 9.1.4.2, 9.2.1.2, 9.2.2.2, and 9.2.3.1.

11.8.1 Content Management Technology (Conditional)

Condition: When the web content is an authoring tool.

To the extent that the information necessary for accessibility is compatible with the format used for the authoring tool’s output, authoring tools must comply with sections 11.8.2 through 11.8.5.

11.8.4 Repair Service (Conditional)

Condition: When the web content is an authoring tool.

If an authoring tool’s accessibility checking functionality can detect whether the content does not meet a requirement of Chapters 9 (Web) or 10 (Non-Web Documents), as applicable, then the authoring tool must provide one or more suggestions for repair.

NOTE: This does not preclude automatic or semi-automatic repair, which is possible (and recommended) for many types of content accessibility issues.

  • Disproportionate burden. Not applicable.
  • Content does not fall within the scope of applicable law. Not applicable.
